attached the book , read page  Clark et.al 182 and answer the following question:Table 7.4 on page 182 shows the social welfare and social security expenditures over the years along with the poverty rates for those aged 65 and over. It appears to show the poverty rate decreases as the expenditures increase. This concept seems unreasonable as you would think less people are impoverished as they are given more assistance. However, the poverty rate goes from 59.0 to 10.5 in 45 years. Can all this be accredited to the assistance given out or is there more behind these numbers in the form of newer retirement laws or regulations?
