I would suggest revising your paper in a more simplified manner that aligns directly with the rubric by creating a heading for each row in the rubric. Keep the information for each section on-topic and provide specific details on what is being asked. For instance, how has WIC affected health care costs? Data will probably show that WIC has greatly improved healthcare costs, right? Describe what WIC is doing to make this happen and provide statistical data to prove this.
