My thoughts:
The title for this chapter is Personnel Management & Labor Relations. This title alludes to a staff section within the public organization that is responsible for overseeing the recruitment, selection, training, motivation, evaluation, rewarding, and separation of employees within the organization. While our text uses the word personnel management most writings use the term human resource management. Human resource management describes an organizational function of motivating people within an organization to effectively and efficiently produce outcomes that accomplish the organizational mission. The human resource departmnet within the organizaiton is the staff section within the organization designed to provide overall leadership for the effort. To do this most Human Resource (HR) departments are organized into staff sections responsible for specific HR functions. These may include:

Recruitment,Selection, Retention
Historically personnel or human resource departments were looked upon as centralized, rigid, rule and procedure bound pay and personnel systems. Today the role of the human resource department has changed. Increasingly the human resource function is decentralized and the human resource function is looked upon as an assistant or facilitator for management, instead of a regulator that insures consistent and uniform application of human resource policies.
As part of reviewing this chapter you were scheduled to hear a presentation by David Ginsberg who is the President and lead negotiator for the Brevard County International Association of Firefighters. While his presentation will not occur face to face David is preparing a written narrative explaining what he believes to be the value of public unions. In the 20th century HR management was centralized. For example at the federal level applying for federal professional administrative jobs was done through a national process. Interested applicants would register with the US Civil Service Commission to take a national aptitude test and based on their score would be ranked with all other test takers on a national register. Candidates with the best scores were referred to administrative and professional jobs throughout the country. The test was a general aptitude test and the courts ruled it discriminatory against several groups of people. The general aptitude test was eliminated and following the model of reinventing government the process was decentralized to where now interested applicants apply for individual jobs at particular locations. Candidates educational and job skills are evaluated based on a submitted application.
