HLS3305 Columbia Southern University Chemical Sector Protection Presentation i added a file thats my paper for this
For this assignment, you will build off of the information that you provided in the assignments for Units IV and VI to compose a 20- to 25-slide PowerPoint presentation. Your presentation should present your briefing of the hypothetical terrorist incident that you selected in Unit IV. Make certain to include the following elements in your presentation:
Include an executive summary.
The summary should be a high-level briefing or overview of your selected critical infrastructure and the type of hypothetical terrorist incident that has taken place. This should be written to briefly capture who, what, when, where, why, and how.
Provide an overview of the targeted location.
Incorporating your Unit IV Project Topic, discuss the location that was attacked, the significance of the location to the critical infrastructure, why the location was vulnerable, and why the location was targeted.
Provide an overview of the attack methods used in the incident.
Discuss the hypothetical attack and the specific attack methods that were employed.
Explain the roles and responsibilities of all parties involved.
Outline the roles and responsibilities of various federal, state, and local agencies and governmental and non-governmental homeland security personnel that should be involved in prevention, protection, mitigation, response, and recovery of and from your chosen incident.
Discuss why it is important to protect critical infrastructure/high-value targets.
Identify the response plans strengths, weaknesses, opportunities, and threats (SWOT) by creating a SWOT analysis.
What are the strengths of the critical infrastructure in regard to its stability against terrorist incidents? What weaknesses or vulnerabilities did you find with the critical infrastructure? What opportunities do you see for the future to prevent similar incidents from happening? What threats to the critical infrastructure still exist?
Include a conclusion.
Develop a brief conclusion that addresses the overall value of this type of exercise as it relates to your current or desired position.
For additional guidance on how to perform and format a SWOT analysis, refer to the example on the webpage below, which shows how to present the information in a bulleted list:

Since you will not be presenting this PowerPoint to your instructor in person, you will need to utilize the slide notes function to further explain the contents of your slides. Bold, italicized, or underlined text should be used sparingly on slides in order to maximize the prominence of key points. Each slide should address a single concept, and slides should follow a logical progression, each building on the other.
Provide in-text citations and a reference slide for any outside sources that are used, including direct quotations, paraphrased words or ideas, tables, data, and images. The title and reference slides are not included in the required slide count.

Part 1
The chemical sector is an integral part for the development of the American economy. It
is responsible for the manufacture, storage, usage and transportation of potentially dangerous
chemicals that are necessary for the development of other critical infrastructures. According to
the Department of Homeland Security, the chemical sector employs nearly 800,000 workers in
the manufacture, transport and storage of chemical products, therefore contributing to
approximately 25 per cent of the GDP. In addition to this, over ninety per cent of the goods
produced in the economy rely on chemical manufacturing, and this makes it necessary for
uninterrupted chemical production and transportation.
The federal government needs to develop more advanced policies to enhance the
protection of chemical plant from terrorist attacks. Chemical plants face two significant threats in
the event of such attacks: theft of chemicals that would provide terrorists with a lethal weapon
for future attacks, and the exposition of the surrounding environment to hazardous chemicals
leading to the loss of thousands of lives (Kaplan, 2006). Terrorists could launch their chemical
attack through the use of blistering agents that cause severe pain in the eyes and skin, eventually
causing painful blisters on the affected (Williams and Sizemore, 2019). The agencies responsible
after the chemical attack include the Environmental Protection Agency whose role is to inform
the public about the chemical crisis and outline the precautionary measures to reduce the impact
of the chemicals on people and the environment. The American Red Cross Organization will be
responsible for the provision of immediate disaster relief, including health services to the
affected victims. The Department of Health and Human Services will send medical teams to the
field to assist in the provision of emergency care.

The Department of Homeland Security invests inappropriately trained personnel
responsible for the preparation, response and recovery from security incidences. The CFATS
Personnel Surety Program enhances security by providing vetting of facility personnel to
determine their understanding of security systems. The program also ensures handles the
unescorted visitors seeking access to unrestricted areas in the chemical facilities.

Aradau, Claudia (2010). Security that matters: critical infrastructure and objects of protection.
SecurityDialogue, 41(5) pp. 491514.
The article outlines the key areas that need protection in the event of terrorism to enhance the
functioning of the social and political life of the economy. The European Commission
acknowledges that the potential of terrorist attacks focusing on critical infrastructure has been
increasing since the 9/11 attacks. Unlike human beings, the protection of critical infrastructure is
difficult because it mainly focuses on the physical and cyber-based systems. This requires the
intervention of various forces from the government to the private sector and finally to the society
which needs to be aware of their surrounding environment. Protection of critical infrastructure

also requires the invention of modalities aimed at safeguarding of things in their pre-existing
stage and their functionalities. The article introduces the idea of securitization of crucial
infrastructure as a process of materialization that helps to create boundaries of what aspects are
human and what are non-human. These boundaries, therefore, ensure the utilization of relevant
government resources towards the protection of critical infrastructure.
Reniers, G. L., & Audenaert, A. (2014). Preparing for major terrorist attacks against chemical
clusters: Intelligently planning protection measures wrt domino effects. Process safety
and environmental protection, 92(6), 583-589.
The article is concerned with the need to protect the chemical sector from terrorist
attacks. According to the article, the chemical sector consists of a variety of industries that seek
to manufacture, store, use ad transport chemical substances used in other critical infrastructures
in the economy. The dependency on chemical products by a large number of firms in the United
States, therefore, spells out the need for the government to protect this sector. The authors outline
terrorist attacks as one of the greatest threats to the chemical sector. Direct attacks could lead to
the exposition of hazardous chemicals to the environment, leading to the death of thousands of
people living in the surrounding environment. At the same time, terrorists could steal these
harmful chemicals and use them as a weapon to be used in future attacks. The article outlines
measures that can be implemented to promote the security of the chemical infrastructure,
including the development of an investigative approach to determine any existing vulnerabilities
in the installations in the chemical plants. This could provide early detection and allow chemical
organizations to develop intelligently designed protection systems.

investigation. Security journal, 24(1), 69-84.

The article discusses several security measures as they relate to chemical facilities. Today,
chemical plants face the increasing danger of terrorist attacks because they provide an easy way
for terrorists to kill a massive number of innocent civilians. Furthermore, the sensitivity of
chemical attacks could initiate swift government action, which is usually the goal of these
attacks. The authors use interviews to gain insight on the preparedness of chemical industries for
terrorist attacks, including their general security policy, planning and documentation,
communication and cooperation, training, education and guidance and crisis management. The
article then recommends the development of a robust and comprehensive risk assessment
procedure that allows chemical firms to understand the existing vulnerabilities so that they take
precautionary measures. Organizations also need to consider the insider threat paradigm by
minimizing the security processes known by the employees.
