The UCI Foundation has received a large gift from a private donor. The gift stipulates
that project proposals, not to be less than $100,000 and not to be in excess of
$10,000,000, will be awarded to business or technical projects that “significantly improve
the quality of life for UCI students, either on campus or in the community.” The Office of
Contracts and Grants has put out a Request for Proposals, or RFP, and have formed an
awards committee who, in conjunction with the original donor, will decide which
proposals get funded. This committee will be composed of staff, faculty, and one or two
students.
Goal
Your task is to form a team and craft a proposal that will win one of these grants. Your
group’s proposal may take the form of a planning proposal, a research proposal, or a sales
proposal (as explained in Chapter 23). Pick a proposal that is realistic and viable for UCI
and manageable for your group. What needs to change on campus? What does UCI need
but not have? How can you leverage the varying skills and experience of your group
members to craft a competitive proposal?
The fundamental goal of a proposal is persuasive—you must convince your audience of
the need for your project and that they must take action to fund it. Do pick a topic of
some significance (a proposal lacking in ambition won’t meet the “so what” criteria).
Don’t solve a problem that doesn’t exist or come up with an elaborate solution to a
simple problem. You will need to sell yourself and your idea. Why should the Foundation
give your group money? In order to persuade, you must be able to anticipate and
overcome your audience’s objections (which will require you to examine the issue from
the perspective of faculty and staff as well as students). If your idea is such a good one,
why hasn’t it been done before?
To be credible, you need to be informed. To achieve this, you must be specific and cite
research and figures to support your proposal and budget and establish your credibility.
Do some primary research. Go interview people on campus about what problems they see
and listen to their suggestions for resolving those problems. You may also want to
conduct student surveys (see Chapter 7). This primary research, however, should be
combined with secondary research for depth and breadth. One way to make an argument
is by analogy—x similar university has y service, which is successful, suggesting that our
idea will also be successful.
Elements of the Proposal
1. Executive Summary (one page): This document must be able to stand alone.
This brief summary is intended to reach a specific audience–a busy senior
executive, or the donor perhaps, who wants to know the big picture to make a
decision without having to read the entire proposal. This audience may have little
to no technical expertise. The writing highlights the problem, refers to important
literature relating to the problem, outlines the key elements of the plan, and closes

with a statement expressing confidence that with funding this proposal will yield
significant benefits. Include what decisions makers would most need to know to
be able to make a decision (e.g. budget, timeline, benefits). It must include a
monetary figure to get funding. Number the starting page as lower case Roman
numeral two (ii).
2. Problem Statement (two-three pages): After the executive summary, this is the
most important part of the proposal. In this section, you introduce the problem
and attempt to make a persuasive argument for the seriousness of the issue, the
solution to the problem, and your qualifications and ability to solve the problem.
Do not promise more than you can deliver and think about how to overcome
potential opposing points of view. Primary and secondary research is essential in
this section, and careful review of scholarly, trade, and professional sources is
needed. What have other campuses and organizations done about similar
problems? Can you make a useful comparative analysis? At least one visual aide
is also needed. The opening page of this section begins the use of Arabic
numerals.

EXECUTIVE SUMMARY
In order to improve the health of students and staff at UC Davis, we, H4H, propose increasing
automatic hand sanitizer dispensers in common areas on campus paired with a healthy hand care
advertising campaign.
The Problem
The common cold affects millions of people nationally, and UC Davis is no exception. In fact,
dynamics of the college experience increase the spread of the common cold, putting students at
greater risk than the average American. Students spend a lot of time in common areas with other
students and therefore transmittal of viruses happens with ease. Even when students are not
surrounded by others they are often occupying areas and touching surfaces that have been
previously inhabited by other students, such as classroom doorknobs, computers, desks, elevator
buttons, campus bathroom doors, etc.
The cost of sickness is increased when it results in missed class time in both lost academic
productivity and also forgone tuition and fees. According to our survey of 53 UC Davis
students, over 85% of students miss at least one class due to illness per year (Hands4Heath
[H4H], 2009). If every student were to miss one 50 minute class per year the total forgone
educational costs would amount to $1,232,750 annually.
Our Solution
Our proposed solution follows closely a study that was conducted at the University of Colorado
in 2003. The study was done to assess the effectiveness of a hand hygiene campaign paired with
an increase in the use of hand sanitizer on student health. The results of the study were that, “the
product group had 43% less missed school/work days” as well as a 20% reduction in illness
overall (White et al, 2003, p.1). With proper administration, our proposed solution will be able
to achieve the same success.
One of the essential items to curbing the spread of the common cold is to maintain proper hand
care by effectively washing hands or using hand sanitizer. In our survey we asked UC Davis
students if they didn’t wash their hands after using the restroom what was the reason; 40% of
students said it was because they were in a rush (H4H, 2009). Providing automatic hand sanitizer
dispensers would address this problem and make cleaning your hands throughout the day much
more convenient.
The installation of automatic hand sanitizer dispensers will be paired with a healthy hand care
advertising campaign. The campaign would involve advertising throughout campus. The
advertisements would seek to catch the attention of the UC Davis public and to educate them
about the benefits that proper hand hygiene would provide.
Conclusion
With the common cold affecting so many students at UC Davis, implementing this proposal

PROBLEM STATEMENT
Introduction
“People in the United States suffer 1 billion colds each year, according to some estimates,” and
as a result “22 million school days are lost annually in the United States” (National Institute of
Allergy and Infectious Diseases [NIAID], 2007). UC Davis is no exception to this national
phenomenon, and the lifestyle of college students furthers the problem. In order to combat the
spread of the common cold virus at UC Davis we, H4H, propose an increase to the amount of
automatic hand sanitizer dispensers available on campus paired with a healthy hand care
campaign to promote student health.
Because of the common cold’s contagious nature, a health care physician would advice students
with the common cold to stay home from classes where they could spread the virus to other
students and staff. This advice is difficult to follow when students are paying for their education
and when missing one day of class would likely result in added stress on academic performance.
Additionally, people are often contagious before they are showing signs of being sick. The most
effective way to go about curbing the spread of the common cold amongst UC Davis students
would be to educate and provide resources to help students avoid catching the cold in the first
place.
Problem
In a survey we conducted of 53 UC Davis students, 80% of respondents said they were aware of
germs that are located on common surfaces, therefore the problem is not awareness of the
existence of germs on campus (H4H, 2009). However, what some people do not realize is that
rhinoviruses, which lead to the common cold, can last up to three hours either on a person’s skin
after being in contact with a virus or on an object that was exposed to the virus (NIAID, 2007). .
Students spend a lot of time in common areas with other students and therefore transmittal of

Given viruses ease of transfer, one of the essential items to healthy living is to maintain proper
hand care. In our survey we asked UC Davis students: “If you do not always wash our hands
with soap what is the reason?” and 40% of respondents claimed it was because they were in a
rush (H4H, 2009). Because students are often in a rush they are regularly not washing their
hands effectively. Image 1.1 (previous page) shows the areas of the hand that are frequently
missed from hand washing. Also, because rhinoviruses are present in common areas or on
people’s skin, only cleaning hands after using the restroom is not enough to combat the viruses
that students encounter daily. Effectively cleaning hands is a crucial preventative measure, and
one for which hand soap alone is not sufficient.

In our survey we also asked UC Davis students how often they missed class because they were
sick in one academic year. Over 85% of students missed at least one class, and over 30%
claimed they missed more than one class (H4H, 2009). Missing class adds to the costs of getting
sick, both from loss of academic gain and also forgone tuition fees. At UC Davis, for a full-time
undergraduate nonresident student, taking 14 or 15 units, the cost of each minute of class time is
more than $1.00. This quickly adds up when class is missed and this amount does not take into
consideration the foregone wages, nor non-educational expenses paid by UC Davis students. If
every student were to miss just one 50 minute class annually, the total forgone educational costs
would amount to over $1,000,000. See Appendix C for the supporting fees breakdown.
Solution
Our proposed solution to improve student health at UC Davis is to increase automatic hand
sanitizer dispensers in common areas paired with an on campus healthy hand care advertising
campaign. Both aspects of our proposed solution have been proven effective by other
institutions. At the University of Colorado a study was conducted in 2003 to “assess the
effectiveness of both a hand hygiene message campaign and the use of an alcohol gel hand
sanitizer in decreasing the incidence of upper-respiratory illness among students living in
university residence halls” (White et al, 2003, p.1). The study yielded the following results,
“The overall increase in hand-hygiene behavior and reduction in symptoms, illness rates, and
absenteeism between the product group and control group was statistically significant…Total

improvement in illness rate was 20%. The product group had 43% less missed school/work
days” (White et al, 2003, p.1). With proper administration, our proposed solution will be able to
achieve the same success.
The first aspect of our proposal is installing 250 new automatic hand sanitizer dispensers on
campus in common areas. These dispensers would be installed in all commonly frequented
buildings (the ARC, MU, etc), 126 general assignment classrooms, computer classrooms, and on
campus covered bus terminals. Providing hand sanitizer as a compliment to hand washing would
ensure that students are thoroughly removing bacteria and viruses from their hands both after
using the restroom and also throughout the day. The purchase and installation of automatic hand
sanitizer dispensers is uncomplicated, and there are already some installed around campus, so
facilities would have no problem installing more if they were provided. The projected cost of
purchasing and installing the dispensers and maintaining them annually is $167,250.

The second aspect of our proposal is the healthy hand care advertising campaign. The campaign
would seek to educate students about the ease that germs leading to the common cold spread and
demonstrate what healthy hand care should look like. The campaign would involve four parts:
advertising on the MU monitors/screens, placing advertisements in The California Aggie, on the
advertisement displays on the inside of all Unitrans buses, and lastly, by adding fliers next to all
sanitizer dispensers. The advertisements and fliers would seek to catch the attention of the UC
Davis public and to educate them about the benefits that proper hand hygiene would provide.
Members of H4H currently work at the school paper and being familiar with the MU displays
will make it possible to advertise to encourage the use of the newly installed sanitizer dispensers
and increase awareness of the spread of the common cold virus. The projected cost of the
advertising campaign is $21,720.00.
Conclusion
The goal of our proposal is to improve health for students and staff at UC Davis, specifically in
prevention of contracting the common cold. The automatic hand sanitizer dispensers will be
conveniently located throughout campus and paired with the healthy hand care advertising
campaign, will increase the use of hand sanitizer and promote hand hygiene. If students and staff
use the hand sanitizer dispensers, they are less likely to contract the common cold, resulting in a
decrease in absenteeism. A reduction in absences will promote academic productivity which is a
fundamental goal of our prestigious University.
