Metropolitan Transportation Authority provides commuter services to the residents of New
York. More than half the population of New York City depend on commuter services for transport
every day. People going to hospitals, schools, and work use the subway car to travel from their
residences to their different destinations in the city and back. The current subway cars have doors
between them, which have resulted in wastage of space in the cars, and therefore MTA decided to
come up with a plan to fix this problem. The company decided to replace the old subway cars with
what they call the “open gangway cars,” which will be having one door in each car for entrance.
Between different cars, there will be no doors to increase the space inside and consequently ferry
more passengers per trip.
Although MTA will use a lot of resources to implement this project, which may demand
more money from the public, retaining the current level of services is given the highest priority to
ensure that the customers responsiveness is not affected. Most of the passengers have set
schedules in accordance with the services of MTA and to make this is not affected the company
has to set additional resources to look into it. The company is dedicated to integrity and excellence
in offering their services. To ensure that these are made possible, MTA has to reinvest its resources
continuously (Singh, 2015). The company has to ensure that they have employees who are best
suited for the job and keep motivating them to do their best. Employee development, satisfaction,
advancement, and success is to be given priority. The fleets and related facilities should be updated
and maintained regularly for customer and employees safety. Because of stiff competition from
other transport service providers like Uber, MTA has to respond to this by being flexible enough
to cater to the new market needs.

People want services that are reliable, easy to apply, and flexible to suit their needs.
Therefore MTA has to automate their technologies to improve costs effectiveness and efficiency.
Old technologies should be eliminated to pave the way for new technology with improved
customer access to the company information. The company should align communication and
marketing will customers preferences to be customer oriented. Expansion is the way to ensure that
customers can access their services efficiently and at any time (Singh, 2015). If these strategic
policies are embedded in the “open gangway” project, then it can help improve customer
responsiveness in New York City.
Market experiment method is to be used in conducting the initial demand forecast for the
open gangway cars. Before the implementation of the project, it is advisable to conduct a market
analysis to see if the changes will improve the transport services. Prototypes of the open gangway
cars should be used to do the market experiment to establish if their intended purpose is yielding
any solution. The idea of the open gangway cars is just simple because by sealing the spaces
between the cars will lead to an increase in space and allow more movement in the cars. More
space means more passengers, and it is speculated that the project will help improve the capacity
of passengers with 8 to 10 percent. Due to the few from the customers concerning the ability of
the open gangway cars to handle curves is an issue that needs an experiment (Field, 2018). The
experiment will provide MTA with views and experiences of customers regarding the open
gangway cars, and this can be used to predict the future demand of the cars. Although, the company
may think that the open gangway cars will be better than the current ones experiments are needed.
Especially pilot runs should be implemented to get the customers experiences with the new cars
and the old. The market is based on uncertainty, and doing a market forecast is essential to avoid
investing in failure.

Flexibility especially regarding time in a critical aspect and for sure if the open gangway
cars can save customer’s time, then it can more probably raise demand in the future. A solution to
the problem of congestion during the rush hours can help raise demand and thus is an important
area to experiment on while forecasting for future demand (Field, 2018). Market experimentation
method is the best technique to use in the open gangway project because it will help in drawing a
conclusion from various factors that influence it. The technique can focus on extraneous variables
that are related to the project. It will enhance confidence while reporting the outcome because
manipulation of the interdependence between the dependent and independent variables are well
evaluated, and any deviation monitored. The technique is straightforward, efficient, and basic as
it can be applied in a variety of disciplines in the project. It is a technique that can also be done
over and over, and thus it can be used on the open gangway project severally while improving on
areas that need improvement.

Metropolitan Transportation Authority (MTA) idea of improving the public transport
services strategize on introducing new generation subway cars. New York is a city with a large
population, and about 55 percent of the city population choose public transport over private
transport because it is cheaper. The cost of living in the city is high, and therefore, it means an
opportunity to save a dollar is critical. This means that the project of bringing new generation
subway cars will have an impact on a large population living in the city. MTA is aiming at
bringing in open subway cars that will, in effect, increase the number of people ferried at a go.
One of the factors that lead MTA to come up with this strategy is the congestion of people in
cars and at the stations (Fricke & Gualini, 2018). Therefore there is a high demand for the
introduction of more spacious vehicles. According to a study done by the University of
Michigan, it was proved that most residents of New York do not own a car, and thus, they use
public transport.
The open subway cars allow freedom of movement and more space because there are few
doors on the vehicle. The new generation subway cars also help to unify people because it
satisfies the demand of people of all the categories. The project meets the needs of all type of
customers. Consumer behavior is a critical factor that is important in marketing such that the
service or product provider has to analyze the behavior of the consumer. A customer may
demand something and have the will to buy but lack the purchasing power (Fricke & Gualini,
2018). MTA has looked into the purchasing power of the consumers by charging low prices that
all people can afford. Therefore the open subway cars bring a lot of beneficial things by saving
not only their time but also their finances.

Despite MTA aiming at the implementation of the open subway car project, some
obstacles come in their way. According to MTA, One of the threats that the organization suffers
from is their weak emphasis on safety of workers and passengers. This can affect the passenger
and employee turnover if it if not put into considerations. Necessary measures regarding safety
issues should be put in place to curb this obstacle. Another threat that is facing MTA is the appbased transport services that have been introduced by taxi companies such as Uber and Lyft.
Most of the public commuter services choose the app-based transport services, which is
convenient and at the same time less costly. Riders can take a taxi and share the cost significantly
while they reduce the cost.
MTA should take this as an opportunity and ensure that the open subway cars are
convenient at all-time even during weekends when the demand for transport is at peak. There are
a lot of competitors in the MTA industry, and the organization has identified ethics as an
opportunity to improve their competitive advantage. The brand of the organization plays a
significant role in attracting customers. Therefore to emphasize ethics, the company set up
customer service services at all the stations to ensure that customers are served well at all times.
Both the obstacles and opportunities play a significant role and have to be considered (SNHU,
2018).
MTA being a public corporation it acts on the common good of people, and thus it has a
qualified management team suited for the work. The organizations labor asset is one of the best
it has that ensure that the necessary changes in the service are effected. The project was
identified by the management, which observed that the passengers were suffering, and something
had to be done (Fricke & Gualini, 2018). The staff is competent and qualified and firmly believes
that the open subway project will be a success. Availability of resources gathered from the

charges collected from the passengers is an enabling environment that helps MTA to implement
the plan. That gives MTA an advantage because no competitor can duplicate their strategy.
Added benefits like ports to charge mobile phones and the availability of WI-FI are also enabling
factors. There is, however, an inhibiting factor that is keeping the price fixed (Fricke & Gualini,
2018. This is a difficult decision because the cost of the new service is higher than the old one. It
is a tough decision but to ensure the costs are catered for without increasing the price MTA have
to ferry more people per day, which is made possible by the open gangway cars.
