Before the tragic events of September 11th our intelligence agencies did keep track of known and suspected terrorist that moved about the international community and we did follow-up on reports and did conduct investigations. Unfortunately, we did not have the manpower and the funding to follow-up on the ones that did not have an investigation started as they became known within the United States. Many of the September 11th Hijackers where unknown radicals and a few had become suspect but not enough to legally take action. After the September 11 attacks our nation did create the PATRIOT Act and this allowed government action because laws gad been passed to make wiretaps and surveillance legal when it was based on terrorist activity.
