For the Integration paper for module 3, we will look at the FEMA Strategic Foresight Initiative (SFI) and its relationship to the current FEMA Strategic Plan. From the FEMA Strategic Foresight Initiative Web site: “The world is changing in ways that can have major effects on the security and emergency management community as we face some of the challenges discussed in the module. Thinking more broadly and over a longer timeframe will help us understand these changes and their potential impacts. For the paper you are to select one of the SFI strategic drivers likely to effect the emergency management community over the next 5 (2023) and 15(2033) years and explore how that particular issue will impact SEM.

The paper is an issue paper with four sections: (1) A statement of the issue posed as a question placing the strategic driver in the context of SEM strategic planning in terms of one of the issues we have discussed in the module: e.g. How does the “changing role of the individual” impact SEM strategy development and planning for dealing with cyber security at the national, state and local level in the short term (through 2023) and over the next fifteen years (through 2033)?; (2) Background: Your research (a minimum of three sources) on the background of strategic driver in the context of Security and Emergency Management and examples of how it might impact one of the challenges; (3) Discussion: Your opinion of the impact of the strategic driver on Security and Emergency Management community in the future in terms of the challenge you selected; (4) Conclusions/Recommendations: Your conclusions/recommendations based upon sections 1 –3.
