Temper is a small, impoverished, developing nation of ten million people. It is a former colony of France. It is ruled by a religious
junta which overthrew a secular, democratically elected government one year ago. The junta has declared that all laws are now to be
based on God’s laws. Hence, all women are banned from public office, cannot attend school beyond the 5th grade, and cannot own
property. A morals police roams the streets beating and arresting anyone suspected of breaking the strict moral code. The
government has suspended all human rights since it believes that not only are such rights Western-imposed propaganda but also
because they can only be granted by God. All morality and ethics come from God, the government argues. As for the bankrupt
economy, all major domestic corporate assets have been seized and have become state-owned. Foreign trade consists of the exporting
of agricultural products and natural resources and the importing of manufactured goods. Temper has a nonexistent manufacturing
sector and suffers from chronic trade deficits. Temper is also characterized by a distinct religious and ethnic minority who constitute
10% of the country’s population. This persecuted minority’s traditional territory contains the world’s 3rd largest deposit of oil and
gas. Due to the desire to extract oil cheaply
, no environmental safeguards are in place. As a result
, the water and soil are heavily
polluted and the pollution is beginning to affect the environment of its increasingly irate neighbor nation of Tantrum. As the demand
for oil revenues increases (which is rarely seen by the people due to endemic corruption), this minority group has come under
increasing persecution as thousands of villagers are raped, murdered and removed from their home territory in order to make way for
foreign oil firms. Temper is also engaged in a conflict with Tantrum (a close US ally), its rich neighbor to the east. Temper claims
that half of Tantrum ‘s territory has been stolen from it as a result of Western colonialism. In addition, hundreds of thousands of
Temperians have illegally migrated to Tantrum seeking jobs, but Tantrum ‘s forced deportation of these illegal workers has added to
Temper’s ire. As a result, Temper started to fire rockets (with increasing range and destructive power) randomly into Tantrum’s
territory killing dozens of people but psychologically terrorizing millions more on a daily basis. The UN has attempted to mediate
but to no effect. The International Court of Justice (ICJ) has threatened to arrest and prosecute Temper’s leaders under international
law. After enduring rocket attacks for almost a year, and with fears that Temper was developing nuclear weapons, Tantrum invaded.
Because Temper’s militarily inferior forces could not win a conventional war, it resorted to guerrilla warfare and suicide bombings.
Tantrum ‘s invasion was not a limited war, but an attempt to completely wipe out the Temperian government and military, and to
completely remake Temperian society into a mirror image of its own successful, industrial, wealthy, and democratic society. As a
result, thousands of innocent Temperian civilians were killed and thousands more are currently homeless as a result of Tantrum ‘s
massive bombing of civilian areas. Tantrum also completely destroyed Temper’s infrastructure and oil facilities, severely disrupting
the world’s economy. Tantrum withdrew before completing its goals due to international pressure. The rockets no longer rain down
on Tantrum today, but it is feared that Temper continues to stockpile evermore sophisticated rockets and continues its nuclear
weapons development unabated. The United States–with its desire to spread democracy, its need to satisfy an insatiable demand
for
oil, and as the world’s sole superpower–is debating whether to intervene directly by sending in troops despite its dire fiscal crisis
resulting from its involvement in two other major wars. China, on the other hand, has also offered to help but with unlimited funds, no
troops, and with no demands for human rights or democracy.
