Moving along the spectrum from least complicated to more advanced exercises, look at the IS 139a lessons to see what characterizes the functional and full scale exercises. See how important it is to build an exercise planning team – and hold regular meetings with specific expected outcomes. How much time does it take to build each? How much time do the players need to commit once it starts? Who does the evaluation? What can you as the exercise developer use to make the exercise realistic? Once again, the HSEEP files will really help.

Participant Feedback Form .doc (87.5 KB) 2a. Controller – A controller is essentially the facilitator for the exercise. They
provide the structure and keep the participants on track and focused by
providing injects and direction for the participants.
2b. Participants – Participants are the people who are doing the exercise from
a response point of view. They are the staffers of the EOC, responding
emergency workers, and employees of an entity during an exercise to name a
few potential roles. They are the people whose skills are typically being tested
during an exercise.
2c. Simulators – Simulators are people who add realism to exercises, such as
patient actors, citizens, or representatives from other stakeholders. They
contribute a realistic but scripted response to an incident in order to help test
participant reaction.
2d. Evaluators – Evaluators use set criteria to determine whether or not
functional and resource requirements have been met during an exercise.
They record their observations and analyze what they see to help develop
recommended actions after an exercise has occurred.
2e. Safety Officer – The safety officer looks at the exercise and determines
what hazards might be present in order to mitigate or eliminate them. Their
job is to keep everyone safe physically and mentally throughout the duration
of the program.
