Vignette: Evaluation of Social Work Practice with Hispanic Children and Families.
Client Description: Start with basics: Miguel, a 15 year old high school freshman, is a
Mexican male. He lives with his mother, father, and two younger siblings.
They live in a rural town in the southeastern part of the United States.
Miguel speaks English at school; however, at home Spanish is the
primary language spoken. His family migrated from Mexico to the U.S.
when Miguel was 11 years old. Miguel’s two younger siblings were born
in the U.S. so they are U.S. citizens. Michael and his parents are
undocumented residents. Miguel’s mother and father work in a large
poultry processing plant. The family lives in a trailer park of families
originating primarily from Mexico and Guatemala who are poultry plant or
farm laborers. His parents send part of their monthly pay back home to
Mexico to help support their parents and grandparents which means that
sometimes Miguel helps the family by bussing tables when he can.
Miguel is struggling in school because before his parents were employed
in the poultry plant, his family traveled with the migrant mainstream
harvesting crops along the Midwestern corridor, moving from state to
state. As a result, Miguel’s education has been interrupted many times
and he has attended dozens of schools over the last four years. Each
time his family relocates to a new community, Miguel has gotten further
behind.
Miguel is soft-spoken, polite, and does not like to bring attention to
himself. However, he always steps forward to offer help which reflects his
gentle and caring nature. One of the things that brings Miguel’s parents
pride is that Miguel is an altar boy in the Catholic church. In the aftermath
of a hate crime against a lesbian couple in the rural community, Miguel
has heard the Catholic priest he esteems deliver sermons condemning
“the couple’s homosexual lifestyle.” This has become more and more
difficult for Miguel as Miguel has realized that he is more attracted to boys
than girls. After each sermon, he is conflicted and wonders, “I am going to
be condemned to hell for having these feelings?” Now that Miguel is
almost sixteen, his parents, tios and tias (uncles and aunts) have started
inviting the daughter of their friends who is Miguel’s age to sit with them
during social occasions.
Presenting Concern:
Miguel has been referred to the Monroe ISD social worker
because his grades have dropped, his absences have become
noticeable, and he has become “quieter than usual.” His teachers feel
that his demeanor has changed and that he seems withdrawn rather than
“just quiet.” After several meetings with the social worker, Miguel asked
her “My priest says people go to hell when they kill themselves. What do
you think?” The social worker proceeded to assess whether Miguel was

having suicidal thoughts. Miguel responded that he is “decaido” (feeling
down) but that he could not kill himself because that would be a mortal
sin. The social worker reached out to Miguel’s parents. Between his
parents very limited English, the social worker’s limited Spanish, and the
help of Miguel’s aunt as a translator, the social worker learned that Miguel
has been slammed against his locker several times in the last month.
When asked about this, Miguel became silent. Miguel’s cousin chimed in
that one of the boys called Miguel a “maricón” (derogatory Spanish term
for a gay person).
Agency:
Monroe ISD is a historically African American district having a mix of
Black and Caucasian teachers and staff. Over the last decade, the
enrollment of recent immigrant youth from South America has been
steadily growing. Presently, 100% of the students qualify for free meals.
There are no Spanish speaking staff members at the school and one
teacher assigned to the bilingual education program. The school social
worker rotates from school to school on different days of the week.
There are no openly gay teachers in the school. On the contrary, even
though Miguel attends a public school, teachers quote biblical scripture
when the issue of “homosexuality” is raised and Miguel even heard one of
his teachers say that she “hates how homosexuals flaunt it.” Teachers are
esteemed in the community.
As the percentage of Latino youth have increased, a split in the school is
visible with some of the teachers strongly expressing their belief that the
best way for the Spanish speaking kids to learn is to adopt and enforce a
strict “English only” policy in school.
Social/Political Context: The community has limited social service agencies, most focus on
poverty reduction, so are needs based. Most non-school youth
programming is faith based. The agrarian African American community
has resided there for generations. The growing migrant community has
led to some racial tensions with Caucasian community members
proposing city ordinances that are anti-immigrant. Some Black
farmworkers feel displaced and complain that corporations favor the
Mexican workers. Immigration raids have prompted the Southern Poverty
Law Center to send a representative to the town to investigate complaints
that the poultry plant exploits its workers by calling “la migra” (INS) on
paydays. Black churches have begun reaching out to the migrant
community.
