In this environment, what would you do if you were the decision-maker following a widespread biological attack? Contrast the two models of public health response discussed in the textbook (coercive and cooperative) to a bioterrorism attack, and describe how they might be employed in a bioterrorism attack response. Explain the process of decontamination and how it impacts a bioterrorism event and the importance of tracking a bioterrorism attack on the population.

In one of this unit’s case studies from your textbook, “Predicting Peril of the Peril of Prediction? Assessing the Risk of CBRN Terrorism,” Gregory Koblentz discusses three different schools of thought regarding the likelihood of a CBRN terrorist attack: optimism, pessimism, and pragmatism. He further asserts that heuristics and biases play a role in which school of thought a layperson or an expert might fall into.
Which school of thought do you fall into? What heuristics and biases do you think have influenced your opinion? Is there anything that you found in this reading that has made you question or rethink your opinion? Would a quantitative risk assessment be helpful in determining the likelihood of a terrorist chemical, biological, radiological, nuclear, or high-yield explosive (CBRNE) attack in the United States?
In this paper, consider the political, philosophical, and religious perspectives of the various actors in the war on terror and how they affect their perceptions of risk. Also, include a discussion of how future technologies may affect major casualties concerning current nonproliferation treaties and agreements and calculations, and document your reasoning.

In one of the case studies of his units from the book, he talks about three distinct schools of thought
basing on the likelihood of occurrence of a CBRN terror attack. They include, pessimism,
pragmatism and optimism. I fall in the pessimist school. Pessimists are of the belief that it does
not matter if a terror attack will occur having a CBRN but when. They are of for the belief that
CRBN terrorism is rare for genuine reasons. Terror groups lack capability and motivation to get
and use such weapons. Pessimists view such attacks as very imminent and will always believe that
terror groups are constantly working harder as well as getting close to fielding a destructive attack
(Junsheng, Bo, & Na, 2013). They keep pointing to the plans and manuals which have been
captured and also point to the Soviet Union suggesting that short of advancing technology, militia
groups get what they need from the black market technical abilities of non-state players to develop
or acquire CBRN has grown due to globalization, advancements in science and technology as well
as high availability of CBRN material, knowledge and technology from the past Soviet Union.
Additionally, pessimists point to trends, for instance, increasing lethality of the attacks along with
the rise of terror groups that are religiously motivated as seen that the limitations which have
discouraged secular militia groups from causing many casualties as well as looking for CRBN are
eroding. Furthermore, pessimists create emphasis on the horrific outcomes that a CRBN attack
will cause along with the great hardship in reduction of our vulnerability when it comes to such
attacks. Pessimists will always advocate measures that are very strong in preventing, detecting,
preparing for and responding to CBRN terror threats.

In almost every generation, human beings keep developing new and innovative technologies which
alter the nature of terror attacks posing great challenges for those who are looking forward to
reducing the destructiveness, frequency as well as the sheer misery of armed conflict. Whereas the
size of the U.S. and Russia’s nuclear accumulations have been reducing since their Cold War peak,
the risks that are posed excessive Russian and U.S. nuclear arsenals. The future danger of terrorists
employing CBRN has both negative and positive indicators. More people in the world are willing
to work towards preventing CBRN attacks as compared to those with such weird intensions.
Disruption of scientific experiments as well as transporting chemicals that are needed in
constructing weapons and imposing punishment on those who are constructing CBRN are among
the positive actions that can be put in place in ensuring that we have a peaceful world where we
live in harmony. The most important thing is that it is very difficult to form CBRN terror groups
due to the lack of knowledge, supplies, sanctions among other policies which have been put in
practice to prevent this from happening (Forest & Howard, 2013). A quantitative risk assessment
would be very helpful in establishing the possibility of terrorist CBRNE attack in the U.S. this will
be very resourceful in knowing how to deal with such terror attacks in event of their occurrence.
This will ensure that relevant measures are put in place to deal with the situation and contain it
before it becomes out of control. Such assessment ensures that people are informed and they do
not leave in fear since the doubt in them is cleared.
